Legal requirements for property owners and managers
Those responsible for the safety of high-rise buildings now have only two months to register their properties with the Building Safety Regulator or face prosecution.
The Building Safety Regulator was established in 2022 to protect high-rise residents from unsafe building practices in response to the Grenfell Tower fire. Under the Building Safety Act, high-rise residential buildings which are 18 metres tall or higher, or at least seven storeys, with two or more residential units, are defined as ‘higher-risk’.
Across England there are approximately 12,500 of these ‘higher-risk’ buildings and the new regulator requires all of them to be registered, with a named person responsible for maintaining their safety.
Registering buildings in scope is a legal requirement and owners and managers who fail to comply by end September 2023 will be investigated and may face prosecution.

Building Safety Regulator (BSR): Registration of high-rise buildings
BSR is an independent body set-up by the Building Safety Act 2022 and is part of the Health and Safety Executive (HSE). Its launch is the biggest change in building safety for a generation.
